Official Says Keeping Illegal Limos Off Roads Is Impossible

Even after State Police seized the license plates of dozens of illegal limousines across the state in the wake of the Oct. 6 crash that killed 20 people in Schoharie, the state's No. 2  transportation official doesn't want to speculate about whether the industry has been sufficiently cleaned up.
