California Limo Safety Bill Clears Key Legislative Committee

SACRAMENTO-- California lawmakers are working on legislation to protect passenger safety in limousines following two high-profile incidents in the state.

The Assembly Transportation Committee approved SB 109, sponsored by Sen. Ellen Corbett, D-San Leandro, which requires limos carrying fewer than 10 people to have:

  • Two doors and two push-out windows in the rear of the cabin
  • Passengers must be able to open all of them from the inside, which rules out child-safety locks that only the driver controls
  • And safety instructions must be given, much like the airlines do before take-off


California indusry leaders are working to help educate and collaborate with state legislators on SB109, along with a separate bill, S.B. 338, sponsored by Sen. Jerry Hill, that would require fire extinguishers aboard stretch limousines, said Mark Stewart, president of the Greater California Livery Association. The GCLA does not outright oppose the bills but would like to contribute to the crafting of the language and include input from limousine manufacturers, Stewart said. He emphasized the language in both bills is still preliminary. GCLA officials plan to meet with legislators in Sacramento next week.
