PRLA Readies to Fight Limo Vehicle Mileage Limits

CHESTER SPRINGS, Penn. — Members of the Philadelphia Regional Limousine Association dodged early-evening thunderstorms Wednesday  to attend the association’s spring membership meeting. The event, hosted by Wolfington Body Company in Chester Springs, Penn, was an opportunity for vendors to set up and present their products to attendees.

PRLA president Jim Salinger also took time to update attendees on a new regulation proposed by the Pennsylvania Public Utility Commission that would set fleet mileage limits on limousine vehicles at 200,000 miles. There is an age limit of eight years set by the PUC, but no mileage requirements.

The PUC allows a 30-day commenting period before further steps are taken on a proposed rulemaking order. PRLA secretary Jeff Shanker has drafted a letter template for members to use to comment to the PUC on the pending changes to the vehicle mileage requirements. The letter argues that the change would hurt operators statewide.

The letter states: “At this time, we staunchly contest the proposed rule-making change for the end of vehicle life cycle of 200,000 miles for any vehicle identified to be a limousine, or bearing a Pennsylvania “LM” license plate. This pending rule change will create a significant economic hardship on our business. Further, this will have a dynamic negative ripple effect onto our clients and the citizenry of the state of Pennsylvania.”

Shanker, the executive vice president of A-1 Limousine, said his company routinely accrues 10,000 miles a month on vehicles. If the mileage rule was imposed, it would limit the maximum use of a vehicle to be on average 20 months for A-1.

Walk on Harrisburg
The PRLA is also planning its annual Walk on Harrisburg lobbying trip to the state capital. Members will converge on Harrisburg and try to get the ear of legislators. Board member Mike Barreto of Flyte Tyme Worldwide called for members to participate in the event and to assist in making contact with representatives. The effort has been successful in recent years.
