NYC Transportation Exec Starts Broad Consulting Role

FRESH MEADOWS, N.Y. — Guy B. Palumbo, a New York City operator and former association director, has been appointed executive vice president of Global Transportation Network Consultants Inc., a new firm that will advise associations and transportation operations ranging from community car companies to luxury limousine providers.

Palumbo most recently was the executive director of the Livery Round Table, a consortium of New York City area for-hire transportation associations. He left the post in December 2011 when his contract expired.

Global Transportation Network Consultants Inc. consists of three co-owners; Palumbo and two investor/owners in non-consulting roles, one located in Toronto and one in Valley Stream, N.Y. The firm plans to name more industry consultants in the near future. A website is scheduled to launch on May 19.

In his new role, Palumbo will work on two fronts:

  1. Advising associations on membership development, event management, and organizational plans;
  2. Consulting for transportation companies on any of the following: Developing operations plans, community and public relations, business development, dispatching programs, organizational restructuring, corporate branding, office procedures, affiliate programs, SOPs, strategic business relationships, needs assessment, internal controls and procedures, project and task management, RFI, RFP, resource allocation, corporate counseling, recruiting and training, logistical systems, driver recruitment and training, and green vehicle programs.

So far, Palumbo has contracted as a consultant with the Asian Base Association, a trade group consisting of mostly immigrant operators from India, Pakistan and Bangladesh; the New York City Fleet Livery Owners Association, which consists of community/livery car operators who own more than 50% of their fleets; and the Luxury Base Operators Association, a group that consists of luxury limousine operators from the New York City region.

Palumbo has developed wide experience in the for-hire ground transportation industry, particularly as a co-founder of LBOA in 2008 with LBOA President and veteran New York City operator Sergio Sanchez. Palumbo and Sanchez also worked together as executives for Partners Executive Transportation, a large NYC limousine fleet operation. In his return role for LBOA, Palumbo will serve as corresponding secretary.

Following those roles, Palumbo in 2010 became the vice president of business and public relations at Carmel Car and Limousine Service, a New York City community car service that operates more than 500 vehicles and has been serving the tri-state region for about 25 years. He also was appointed secretary and later executive director of the Livery Round Table, an association that organizes New York City community car service providers and related smaller associations. Palumbo gained detailed knowledge of the many city, regional and state regulatory and legislative issues facing for-hire ground transportation providers.

Palumbo told LCT he has observed several key industry challenges in the New York for-hire ground transportation industry during his multiple leadership roles.

“Many [operations] are still in the 20th Century,” Palumbo told LCT. “They take the view that ‘If it ain’t broke, don’t fix it.’ A lot of people are behind the eight-ball with antiquated concepts. They’re fighting technology and advancements in people’s ways of life, and  working off an old system.”

The for-hire vehicle industry no longer can operate by simply “taking advice and suggestions from the guy down the street,” Palumbo said. “Many have a skewed view to protect themselves in their immediate areas and don’t look beyond that. Everything is reactive and they don’t look down the road.”

In a press release, several city transportation leaders said the following about Palumbo:
