Former LBOA Officer Takes Community Car Service Post

Guy Palumbo, a fixture in the New York City chauffeured transportation industry, joins Carmel Car & Limousine Services.

NEW YORK — Guy Palumbo recently went to work for a major community car service in New York as its vice president of business and public relations while also being appointed secretary of the Livery Round Table, an association aimed at organizing New York City community car service providers.

Carmel Car and Limousine Service operates more than 500 vehicles and has been serving the New York City and tri-state region for about 25 years.

Palumbo is working in roles similar to his previous ones as director of operations for Partners Executive Transportation, a luxury limousine company in New York, and as Secretary/Treasurer and a founding organizer of the Luxury Base-Operators Association. While with LBOA, Palumbo was instrumental in promoting the group, growing its membership, and getting it on the industry map with official recognition from the National Limousine Association.

Now, he turns his attention and abilities to the community car service industry in New York, which offers a variety of for-hire “non-hail” vehicles including Lincoln Town Cars, among 464 base/operators and more than 22,000 vehicles/drivers/owners. Palumbo estimates the Livery Round Table already represents 18,000 of those 22,000 drivers, 350 base owners, and about 8,000 phone operators and dispatchers.

“There’s a lot of work to be done here,” Palumbo said this week. “The luxury and black car (industries) have been organized to a great extent. Community car services are somewhat coordinated, but now realize there is a great need to get together and work more closely.”

Palumbo characterized the Livery Round Table as a “coordinating council” that would look to create a stronger organization that works together for the long-term interests of the community car service industry.

The New York Taxi and Limousine Commission regulates four levels of for-hire transportation in New York City: taxicabs, community car services, black car services, and luxury limousine operators.
