TORONTO — Thirteen illegal operators circling terminals at the Pearson Airport in Toronto were arrested by police in an operation targeting gypsy operators looking for holiday travelers.

According to police officials, airport traffic officers have made about 80 arrests in the past several months. All of the operators have been banned from the airport and some received fines of up to $7,500. Passengers who were in the vehicles at the time of the operators’ arrests were placed in licensed taxis. Police advised passengers not to follow operators into parking garages from terminals because all legitimate airport limousines can be found curbside.
