Maryland Insurance Fraud Uncovered

BALTIMORE – Describing a “comprehensive and national scheme of insurance fraud targeted at African-American-owned funeral businesses,” Maryland insurance officials announced the revocation of the insurance licenses of two Maryland insurance agents and the closing down of a Maryland insurance agency.

In addition, insurance officials ordered that the agents pay $175,000 in administrative penalties, the company pay another $50,000 in fines, and that all three pay more than $823,000 in restitution to businesses in Maryland and other states.

Those named were William R. Miller of Severna Park, Md., Donna Mannino of Eldersburg, Md., and Corporation Risk International, also of Severna Park.

Miller and Mannino were charged with pretending to establish comprehensive insurance programs on behalf of their business clients, collecting premiums, commissions and other charges for the coverage allegedly placed.

In some instances, policies in which premiums had been collected did not exist. In other instances, policies were purchased but Miller and Minnino over-billed the customers. The two also routinely induced clients to finance the premiums, without telling them of interest-free installment payment options offered by the insurance carriers.

Small businesses believing they had purchased insurance from any of the following people or companies were advised to verify that coverage exists: William Ray Miller, Donna Mannino, North American Risk Management, Corporation Risk International, National Management Systems, National Network Solutions, Western Funeral Insurance Services, National Funeral Insurance Services, Safe Harbor Holdings, and NMS Wakefield.
