WILLIAMSBURG, Va.Issues centering on TNCs, illegal prom and concert operators, and wine tasting tour fees were front and center at the June 16 meeting of the Virginia Limousine Association, hosted by James River Transportation at its Williamsburg office.

Virginia Department of Motor Vehicles special agent Tom Perry addressed members about increased agent stops of prom and event shuttle buses where drivers do not have the proper $5 million insurance, suspended or no insurance, no CDL or no medical card.  Perry said the agents are seeing fewer stretch limousines and more shuttle buses being used for proms and events, and  operators have not conformed to  the more stringent  regulations for those vehicles.

In addition, Perry said the DMV is attending chief of police and judicial conferences to make sure law enforcement and judges understand the importance of motor carrier regulations and safety laws.

“They’re doing a real good job,” said VLA President Glenn Stafford (Love Limousine). “The biggest thing is that they are attending police and judicial meetings to discuss enforcement. They can write tickets, but we need someone to prosecute, and judges who understand the importance of regulations and laws. But the DMV enforcement people are out there now and multiplying daily and training more local departments to know what to look for during stops.”

  • Regarding TNCs operating in the state, government officials are still  fact-finding to review and possibly amend  private transportation regulations. Until then, the state has issued cease-and-desist orders to  Uber and Lyft to stop operating in the state, which both companies have ignored. Stafford said that the VLA continues to “bombard” state officials with emails and calls about the TNCs skirting  laws and rules.
  • Agents from the state’s Alcohol Beverage Control updated members on the recently passed bill that allows limousine companies to obtain a permit to collect a fee for wine-tasting package tours. Agents said the tasting fee charged cannot be for a greater amount than what the winery/brewery charges.
