NCLA Questions Enforcement Authority Of Airport Taxi Concession

There are three active chapters of the NCLA. The Triad Chapter is based in Winston-Salem and is lead by William Westbrook of Wess Limousine and Brenda Blalock of Black Tie Limousine in Winston- Salem. The Triad Chapter is currently negotiating with the Greensboro Airport taxi concession, which is attempting to force limousine operators to report to the taxi concession before picking up airport clients. There is concern among limousine operators that the taxi concession is not an enforcement authority, but a taxi company.

The Triangle Chapter is a combination of Raleigh, Durham, Chapel Hill, and surrounding areas. It is chaired by Stan Wilson of Capital City Limousine in Raleigh. This chapter is currently meeting with the Airport Authority to discus appropriate rate schedules and methods to control illegal ongoing effort.

The Charlotte Chapter includes Charlotte and surrounding areas and is lead by A1 Gering of Cameo Limousine in Charlotte.

In response to a letter from the Charlotte-Mecklenburg Police Department asking for input, this chapter is actively participating in the redesign of the Taxicab and For-Hire Ordinance for the city of Charlotte.

In an effort at better regulation enforcement against gypsies, the city charges a $75 inspection and sticker fee, which shows that a for-hirevehicle is legal. There is also talk of a special for-hire driver’s license for Charlottle which will include taxis, limousines, and vans.

“They’re trying to regulate limosines but they only understand taxis,” says NCLA president Joan Martin, explaining that operators who go through Charlotte to get to the airport will need to purchase a Charlotte sticker, even if the company is based 60 miles from Charlotte.

The NCLA is in the process of creating chapters to serve the far west, mountainous region, and the far east, coastal region of the state.
