Historic Meeting Nets Fewer Rules For Kentucky Operators

LOUISVILLE — The City of Louisville’s Department of Codes & Regulations hosted the Kentucky Limousine Association’s most recent monthly meeting held on March 13.

A roundtable of experts from federal, state and local oversight and enforcement entities made presentations to the membership, which the KLA considers to be a historic event due the broad representation of departments and entities. Those included: the U.S. Department of Transportation, Kentucky Transportation Cabinet and Assistant General Counsel, Division of Motor Carriers, Regional Airport Authority, Jefferson County Clerk, County Attorney’s office, and the Department of Codes & Regulations.

The purpose of the meeting was to educate the operators and the various oversight and enforcement entities on each of their regulations and the extent of their enforcement.  As a result, a misunderstanding was uncovered regarding the plating of vehicles carrying 16 or more passengers. It was decided that those vehicles would carry a County Clerk plate on the rear and a bus plate issued by Motor Carriers on the front.  

Also, the DCR announced that there was a potential problem with a comprehensive transportation ordinance written in 2005. The question at issue was whether the city had the authority to regulate limousines. Operators were told during the meeting that city attorneys would investigate further and make an announcement at a later date. A week later, the DCR said that the city would no longer regulate limousines. Limousine companies will no longer need to license their vehicles through the city or require their chauffeurs to get chauffeur permits.

The meeting concluded with the KLA expressing deep gratitude for the Department of Codes and Regulations’ efforts in hosting and making the meeting so valuable for all who attended.
