Philadelphia Regional Limousine Association (PRLA)
The PRLA’s bill which removes regulatory authority from the Philadelphia Parking Authority and returns it to the PUC is being considered in the state Senate and has 10 Senate co-sponsors. The House is expected to introduce the bill.
Association members are contacting their local politicians to ask for support on the bill and co-sponsorship in the House.
The Pennsylvania Bus Association has thrown in their support of this bill and their members also are asking their local politicians for support of its passage.
Luxury Based Operators Association of New York (LBOA)
LBOA President Sergio Sanchez presented Tim Rose, president of LANJ, a tape the association made in conjunction with the Maryland and New Jersey Associations.
The tape showed the process of hiring an Avis “We Drive You” Chauffeur from LaGuardia to Manhattan and back. The purpose of the tape is to help educate officials on the potential safety issues and the lack of consistent application of the regulations to the WeDriveU chauffeurs.
LBOA is formulating a plan to exempt ground transportation services from the proposed NY state tax on service. The association is looking at various avenues to pursue and working with local politicians to defeat any proposed legislation which will install onerous new taxes on the chauffeured transportation industry.
Limousine Associations of New Jersey (LANJ)
LANJ is working with the New Jersey state legislature on the new limousine law for New Jersey which will expand the number of passengers allowed in certified vehicles and provide for probable cause for the state police to be able to go onto the property of illegal operators.
The law has been introduced and a hearing will take place in September when the legislature comes back from summer vacation. Included in the new proposed law will be the redefinition of a limousine and a limousine and livery service. It will include the template being used by Avis and the WeDriveU service so they will be governed under the same laws as other limousine and livery services in New Jersey.
LANJ has reestablished its working relationship with the Port Authority of New York and New Jersey. The association will meet twice a year with the officials from the port and is working with them in dealing with problems at the free staging area which has been overtaken by vehicles from New York that stay beyond the allowable time on the lot.
The LANJ is working with the Motor Vehicle Commission and the state legislature to develop programs that will require all potential drivers to have an L endorsement on their license. This will include criminal background checks and drug testing with the state before applying for employment with operators. This new endorsement is expected to cut the overall cost to the industry. LANJ expects this system will be in place within the next 18-24 months allowing the endorsement program.
Maryland Limousine Association (MLA)
The Maryland Limousine Association is working to keep the momentum rolling on its bill that will impose stricter regulations and fines to anyone operating a vehicle without the proper authority.
This includes both the owner of the vehicle and the driver. On Tuesday, March 10, the association members traveled to Annapolis and met with the Senate Finance Committee. At that meeting, Sen. Barry Glassman, R-Md., questioned the wording of bill which had the owner of the vehicle receiving points against his license if a chauffeur in the vehicle was found driving without a for-hire license. The association members met with Glassman last Friday and amended the wording to remove the points from the owner.
On Thursday March 12, association members again traveled to Annapolis for a hearing with the House Economic Matters Committee on the bill. The bill has not yet been scheduled for a vote, but the association anticipates that it will occur before the end of the session on March 24.
The (MLA) also held its Mega Membership Drive, Sunday March 22 with more than 110 attendees and 15 vendors. This first time event provided attendees chauffeur training from industry consultant Tom Mazza, legislative updates, sales and marketing seminars, and networking opportunities. LSA Corporate Car lent its facilities for the event. Funds raised will be used to help the MLA with its legislative initiatives.
