Diva Limo Names Banking Executive As New President And CEO

STUDIO CITY, Calif. — Douglas Spencer, former president and CEO of Gilmore Bank in Los Angeles, has accepted the position of president and CEO of Diva Limousine, said founder and chairman of the board, Bijan Zoughi.

Spencer has achieved an outstanding reputation in banking and finance in Southern California that dates to 1986.  During his career, he has served as senior vice president and chief operating officer of California State Bank in Covina, executive vice president and branch administrator at Pacific Mercantile Bank in Los Angeles, president and CEO of Centennial First Financial Services in Redlands, and his most recent role from 2003-2013 as president and CEO of Gilmore Bank.

A Utah native, Spencer received a bachelor’s degree in business management from Brigham Young University and both an MBA with a concentration in finance and a JD with corporate and commercial emphasis from the University of Utah. He is a member of both the State Bar of California and Texas.

“Doug has a unique passion for business and a proven talent for transforming and growing companies within highly competitive industries,” Zoughi said in a statement. “Over the past 25 years, Diva has matured to a point that we need the financial direction of someone like Doug to spearhead new growth and profit opportunities. We are most fortunate to have a man of his expertise leading our efforts.”

For more than 10 years, Spencer has been a popular guest lecturer at UCLA and is an active member of the California State University Fullerton Executive Council and Entrepreneurship Program. He’s on the board of directors of Community Enhancement Services and River Downs Race Track, a member of Rotary International, and a member of both the West Hollywood and Miracle Mile chambers.

“It’s an exciting challenge to take my career into a fresh new direction, and to embark on a totally new industry,” Spencer said in a statement. “I’ve known Bijan for a number of years and have watched his business grow into a service icon within the industry. Zoughi started his one-sedan chauffer company in 1985 while a student at UCLA. A chance encounter at Los Angeles International Airport with the assistant of Elizabeth Taylor was not only the beginning of a long term professional and personal relationship with the star, but the catalyst for Diva Limousine, now the 10th largest chauffeured service provider in the U.S., according to the 2014 LCT 50 Largest Fleets List. Diva maintains fleets and offices in Los Angeles and New York, and services 450 cities worldwide.
