Colorado Association Works to Repeal Law

Since 1985, all sedans in the state of Colorado have been required to have televisions, beverage service and telephones. The Limousine Association of Colorado is working with the Colorado PUC to approach the legislature and amend this law.

The bill, Article 16, Motor Vehicle Carriers Exempt From Regulation as Public Utilities, was originally written in 1985, and renegotiated in 1998. "We had to sit down with the taxicab companies and negotiate," said Gene Cookenboo, political liaison for the association and owner of Presidential Limousine in Denver. "At that time, we were trying to add vans."

Vans were not allowed in a limousine service prior to 1998. "When the bill was renegotiated in 1998, we felt we were asking for something that we didn?t have and we didn?t want to rock the boat and go for everything at one time," Cookenboo said. ?When they originally wrote the law in 1985, the law was defined as the type of vehicle we have, not the type of service each vehicle offers. The legislator knew these amenities came in a limousine, but didn't realize at the time that we would be running sedans and vans, and that maybe those vehicles didn?t need those amenities in them.? Cookenboo adds that the objective is to bring the language of the bill up to 2001.
