Palm Beach County May Require Passing English Speaking Test

WEST PALM BEACH, Fla. — Taxi and limousine drivers would have to pass tests on English and local geography to drive their vehicles in Palm Beach county under a plan county commissioners considered Tuesday. New drivers would be required to show they can speak and understand English and take instructions from passengers to receive a "vehicle-for-hire" identification badge from the county.

Drivers applying for the badge also would be required to take a test showing they are familiar with the county's geography. They would have to pass the tests only once. The tests are part of a series of proposed changes to the county's rules on vehicles such as taxis and limos.

The commissioners are expected to discuss the changes again next month. Several commissioners said they still have questions about the rules, but none of their concerns dealt with the proficiency tests.
