The amended California bill 2591 passed through the senate, and is on its way for signing by Gov. Arnold Schwarzenegger. Assembly Bill 2858, the homeland security bill that would require all employees including limousine drivers to have background checks done thru the California Public Utilities Commission (PUC), get certified and have an I.D. card produced at cost to employers was defeated with the help of the Greater California Livery Association (GCLA) and its lobbyist Greg Cook, who had been working with the PUC. This is considered a big victory for California operators.
