Chauffeur Killed in Brooklyn Accident

BROOKLYN, NY. — A 22-year-old driver was arrested and is facing DWI charges after a crash early this morning in Brooklyn that killed Rafael Rafailov, 51, a Concorde Limousine Service chauffeur, who had stepped out of his car to assist another chauffeur.

Police said a Lincoln Town Car from the Concord Limousine Service was disabled at the point where the Prospect Expressway becomes Ocean Avenue. Rafailov stopped to help out and both men got out of their cars.

"While both cars were there, they were struck by a third vehicle,” said Police Commissioner Ray Kelly. Rafailov was killed as a result of the crash. “The driver of the third car has been arrested for driving while intoxicated," said police.

A third car was also hit. The other drivers were taken to the hospital with minor injuries. One of them has already been discharged.

"He was beautiful, nice, very nice, and smart,” said co-worker Sam Kemelman. "He was always professional and very good to his family."

Sources say 22-year-old Alexey Bushuyev’s blood alcohol level was 1.0, way above the legal limit. He also suffered minor injuries.

Bushuyev faces up to seven years in prison if convicted of the DWI charges. Prosecutors may file additional charges, up to and including criminally negligent homicide.
