City Regulations Push Taxis to Become Limousines

DOVER, DEL. — Some taxi drivers in Dover are converting to limousine companies to avoid the town’s taxi regulations, which force companies to limit fleet size to 60 vehicles per operator. Dover has no limit on limousine licenses.

The city decided to limit the amount of taxi services in its jurisdiction in response to complaints from residents about the number of taxis driving unsafely up and down the streets of Dover. It also requires taxi drivers to speak and write English and regulates the age of vehicles operating as taxis.

According to taxi owners, as a result, “pirate” limousines have also begun operating in unmarked cars and vans, poaching business from licensed taxi drivers. City officials say limousines can only pick up passengers by appointment and are not allowed to cruise the streets for business. They assert that if a limousine company is acting as a taxi service, it should be brought to the attention of authorities and the company should be charged for violating the town’s ordinance.
