MTL Limousines Worldwide President & CEO Andy Poulos shared with LCT recently how his Company, Montreal Limousines Worldwide, must find ways to succeed amid some of the highest licensing and overhead costs in the world.

What is unique about chauffeured services in your nation compared to the U.S.?
The only real difference as far as chauffeured service would be that Quebec, although being in North America, is prominently French speaking! Therefore, hiring perfectly bilingual chauffeurs is more of a challenge than most would expect.

What are key challenges of your service area/region?
Limited permits. Licensing a permit costs a minimum of $200,000 per sedan and around $90,000 per SUV and stretch. [Permits are one-time purchases]. Our costs of operations are much higher than most other markets in the world. It’s hard to be competitive when overhead is more than any affiliate or network is used to.

What qualities do you look for in a U.S. affiliate?
We look for courteous, well-trained professionals with service integrity and honesty.

What specific rules or procedures do U.S. operators need to be aware of when affiliating with operators in your nation?
That licensing is limited and not everyone has the right permits. Van and bus permits are extremely rare in Quebec — almost as rare as sedan permits.

What are your primary business challenges?
The inability to grow with these restrictive and over-regulatory rules.

What are your top-rented chauffeured vehicles?
Sedans, SUVs and vans.

What types of clients do you typically serve?
Corporate and farm-in work.

How much has your company grown in revenue and fleet size since 2006?
It grew upward until 2009, and then like most, the bottom fell out. Since then, we have slowly and steadily come close to those numbers again.

What does your driver/chauffeur training program involve?
We have a government-mandated program of either two weeks or five weeks of 40 hours per week given by a school. It teaches chauffeurs about laws, regulations and topography.

What are the future plans for your company?  
We want to continue to grow our farm-out business and possibly grow into other markets.
