It only works if enough people have money to spend on dining out; and those who can dine out may not be willing to buy expensive drinks, opting to drive themselves. But the all-inclusive approach certainly delivers overall good value: safe, luxurious transportation with client costs offset by savings on gas and use of personal vehicles.
